Local government is government at the village and district level. These bodies are known as Panchayats in rural areas and Municipal Corporations, Municipalities and Nagar Panchayats in urban areas. Democracy is about meaningful participation. It is also about accountability. Strong and vibrant governments ensure both active participation and purposeful accountability. Lord Rippon, the viceroy of India during 1882, took the initiative in creating elected local government bodies. During Freedom struggle, Mahatma Gandhi strongly pleaded for decentralization of economic and political power. In 1989 the P. K. Thungon committee recommended const situational recognition for the local government bodies. The 73rd and 74th amendments were passed by the parliament in 1992.
