Federalism is a system in which power is divided between a central authority and constituent units of a country. Different tiers of government rule over the same citizens but each tier has its own jurisdiction in matters of legislation, taxation, administration, etc. Prior to 1933, Belgium was a unitary government but it shifted to federalism when regional governments got constitutional rights.
